PUBLIC MEETING CONCERNING A ZONING BY-LAW AMENDMENT
AFFECTING THE MUNICIPALITY OF MORRIS-TURNBERRY
TAKE NOTICE that Council of the Municipality of Morris-Turnberry will hold a public meeting on July 21st, 2026 at 7:30 p.m. to consider a proposed Temporary Use Zoning By-law Amendment under Section 34 of the Planning Act, R.S.O. 1990, as amended.
BE ADVISED that the Council of the Corporation of the Municipality of Morris-Turnberry considered this application to be complete on June 26th, 2026.
ANY PERSON may attend the public meeting to make written or verbal representation either in support or in opposition to the proposed temporary use zoning by-law amendment.
IF a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Morris-Turnberry before the by-law is passed, the person or public body is not entitled to appeal the decision of the Municipality of Morris-Turnberry to the Ontario Land Tribunal (OLT).
IF a person or public body does not make an oral submission at a public meeting or make written submissions to the Municipality of Morris-Turnberry before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before OLT unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
IF you wish to be notified of the decision of the Municipality of Morris-Turnberry on the zoning by-law amendment, you must make a written request to the Municipality of Morris-Turnberry at the address listed below.

PURPOSE AND EFFECT
The purpose of the proposed temporary use zoning by-law amendment is on 85153 Clegg Line (Concession 4, Part South Part Lot 5, AS RP 22R4642 Part 1, Morris), in the Municipality of Morris-Turnberry is to permit a temporary residential dwelling (a “garden suite”) for a period of up to 20 years. The garden suite is proposed to provide temporary housing, most likely a mobile home, to be occupied by the applicant’s parents. The lands affected by this zoning by-law amendment are zoned AG3, are approximately 1.6 hectares (3.5 acres) and currently contain a house, barn, horse shelter, pasture and garden. The garden suite is proposed to be clustered with the existing buildings on the property.
THE CORPORATION OF THE MUNICIPALITY OF MORRIS-TURNBERRY

WHEREAS the Municipal Council of the Corporation of the Municipality of Morris-Turnberry considers it advisable to amend Morris-Turnberry Zoning By-law 45-2014, as amended, of the Corporation of the Municipality of Morris-Turnberry; and
NOW THEREFORE the Council of the Corporation of the Municipality of Morris-Turnberry ENACTS as follows:
- This by-law shall apply to 85153 Clegg Line being Part South Part Lot 5 AS RP 22R4642 Part 1 Concession 4, in the Municipality of Morris-Turnberry as shown and described in Schedules 1-4.
- The temporary use permitted by this by-law is as follows:
Notwithstanding the provisions of By-law 45-2014 to the contrary, the lands to which this temporary use by-law applies may also be used for a garden suite (a temporary single residential dwelling unit). The garden suite is to be removed at the expiry of this temporary use by-law.
- The temporary use authorized by this by-law shall be in effect for a period of time of twenty (20) years from the day of the passing of this by-law.
- The property owner and garden suite occupant shall enter into an agreement related to the temporary use of the garden suite under section 39.1(1) as Council considers necessary including but not limited to: the location, servicing, installation, maintenance and removal of the garden suite; period of occupancy; and securities for costs to the municipality related to the garden suite.
- By-law 45-2014 Zoning Key Map – “Morris Northwest”, as amended to indicate that there is a temporary use by-law in effect on the portion of the property described in paragraph #1, zoned AG3. Upon the expiry of the temporary use by-law, Key Map Morris North West, bylaw 45-2014, shall be amended to note the expiry of the temporary use by-law.
- Upon the expiry of the time period during which the authorization of the temporary use is in effect, Section 34(9)(a) of the Planning Act, RSO 1990, does not apply so as to permit the continued use of the land, buildings, or structures for the temporary use.
- All other provisions of By-law 45-2014 shall continue to apply.
- This by-law shall come into force pursuant to Section 34(21) of the Planning Act, RSO 1990, as amended.

By-law No - 2026 has the following purpose and effect:
