Position status:     Full time employee
Pay method:     Hourly
2021 pay range:    $22.51   to   $28.13  
Regular Working Days: Tuesday through Saturday (or other set days as agreed upon)  40 hours    to a maximum of 60 hours

Overtime paid at time & half over greater than 44.0 hours in a week and on regular days off and at double time on Statutory Holidays

On-Call pay @ $27.00 per day for employees regular working days
And 3 hours wages at step 5 for when employee is generally off duty and on Statutory holidays
Must be able to respond within 30 minutes of call.

A – POSITION DESCRIPTION
1. Scope of Position:

The Landfill / Public Works Operator is responsible for performing a variety of public works tasks in the Municipality of Morris-Turnberry using a variety of equipment in a safe and efficient manner.

The position includes a primary focus on maintaining a safe, efficient and orderly Landfill Site in compliance with procedures, Operational Plans, and Provincial Legislation on days that the Landfill is open (currently Wednesday and Saturday)

The Landfill / Public Works Operator reports to the Director of Public Works and / or Public Works Foreman.
          

2. Key Responsibilities

(a) To operate Landfill equipment to develop the landfill in accordance with ECA the approved Design and Operation Report as directed by the Director of Public Works and / or the Public Works Foreman.

(b) Direct landfill users to the appropriate disposal location to ensure waste diversion.

(c) Operate the transfer station safely and efficiently as directed by the Director of Public Works and / or Public Works Foreman.

(d) Manage the storage of materials diverted from the landfill as directed by the Director of Public Works and / or Public Works Foreman.

(e) To construct, repair and maintain, usually using equipment, the municipal roads (gravel and hard top), sidewalks, parking lots, traffic signs, bridges, culverts, drains, streetlights, storm and sewer systems, repairs to water distribution systems (as applicable) and other designated municipal infrastructure in the Municipality of Morris-Turnberry as directed by the Director of Public Works and / or Public Works Foreman.

(f) To identify deficiencies with municipal infrastructure in the Municipality of Morris-Turnberry and make minor repairs promptly in order to avoid potential safety hazards and public complaints, and to provide recommendations to the Director of Public Works and / or Public Works Forman regarding identified major repairs.. If the required repair is major, the Landfill / Public Works Operator makes a recommendation to the Director of Public Works or Public Works Foreman.

(g) To discuss with the Director of Public Works plans, priorities, work schedules.,

(h) To adhere to the security system for all the public works assets of the Municipality of Morris-Turnberry.

(i) To perform winter maintenance activities in accordance with the Morris-Turnberry policies and procedures as approved by Council including snowplowing, sanding and salting, and patrolling, as directed by the Director of Public Works and / or Public Works Foreman.

(j) To perform repetitive and physically demanding work as directed by the Director of Public Works and / or Public Works Foreman.

(k) To operate safely and efficiently a road building equipment including grader, backhoe, dump truck and other heavy equipment, or vehicles, power tools and hand tools as appropriate for the task at hand and as directed by the Director of Public Works and / or Public Works Foreman.

(l) To operate safely and efficiently a landfill equipment including compactor, loader tractor, roll-off bin truck and other heavy equipment, or vehicles, power tools and hand tools as appropriate for the task at hand and as directed by the Director of Public Works and / or Public Works Foreman

(m) To maintain all vehicles and equipment according to the schedule developed by the Director of Public Works and / or Public Works Foreman.

(n) To perform parks maintenance including but not limited to grass cutting and trimming trees as directed by the Director of Public Works and / or Public Works Foreman.

(o) To maintain a log of daily activities as directed by the Director of Public Works and / or Public Works Foreman.

(p) To work in a safe and sensible manner in accordance with Municipal health and safety procedures (outlined in the personnel manual) as directed by the Municipal Safety Officer  andOfficer and supported by the Director of Public Works.

(q) To promptly inform the Director of Public Works and / or Public Works Foreman of any inquiries or feedback from the public or others. The  for response by the Director of Public Works. is responsible for the response. To deal with the public professionally and tactfully at all times.

(r) To participate in the Municipalitiy’sMunicipality’ses on-call program on a rotating basis with other qualified staff, in order to respond to Public Works emergencies outside of normal working hours.

(s) To perform other duties as may be assigned by the Director of Public Works and / or Public Works Foreman.

(u) It is most important that every Rural Road Operator is a team player.

(v) The key relationships for the Landfill / Public Works Operator will be the Director of Public Works and the Public Works Foreman. 

(w) The position is required to receive direction from and communicate relevant landfill, road, equipment and other pertinent information to the Director of Public Works and Public Works Foreman.
 

Financial Resources

(x) Small and routine purchases on existing accounts as directed by the Director of Public Works and / or Public Works Foreman in accordance with Municipality of Morris-Turnberry Policies.

4.  Decision Making  (includes Judgement & Problem Solving)

• The Landfill / Public Works Operator works under the direct supervision of the Director of Public Works and / or Public Works Foreman.

• The Landfill / Public Works Operator consults the Director of Public Works and / or Public Works Foreman concerning most aspects of assigned duties.

• The Landfill / Public Works Operator is encouraged to make recommendations to the Director of Public Works for improving the efficiency and effectiveness of their duties.

• The Landfill / Public Works Operator makes recommendations to the Director of Public Works regarding the long-term planning of the Municipality of Morris-Turnberry Public Works / Landfill operations and projects.

• This position would not normally be involved in the development of policy or procedures unless requested to do so by the Director of Public Works.

• Judgement is required:
- to complete the task once assigned to designated quality level
- to report operational issues to the Director of Public Works
- to deal with members of the public
        

5. Problem Solving Responsibility
Most of the duties performed by the Landfill / Public Works Operator are in accordance with established policies and procedures under the supervision of the Director of Public Works and / or Public Works Foreman. Normally the problems to be solved are predictable and require no research beyond established policies and procedures.

B – POSITION SPECIFICATIONS

The formal education, training, work experience and other key skills of an individual must be evaluated simultaneously.

1. Formal Education and Training
Minimum  required:
• Secondary School Diploma  (This requirement is for the new employee)
• Minimum D-Z license
• Willingness to obtain CPR, First Aid, WHMIS, Surface Miner, Chain Saw, Landfill Operation, winter maintenance, traffic control, heavy equipment and any other training and / or required certificates to perform the duties of the position and as per policies and procedures established by the Municipality of Morris-Turnberry.
• Acceptable Driver’s Abstract

Preferred: 
• Any of the training or certificates listed above under willingness to obtain.
• Any courses related to construction and maintenance of municipal infrastructure.
• Heavy equipment operator courses.
• Any courses offered by AORS or equivalent
• Any courses offered by OGRA or equivalent

                  

2.Preferred Work Experience Minimum Years


Experience operating relevant heavy equipment (grader, backhoe, landfill compactor etc.) with a preference for both road building and winter maintenance.
Five Years
Experience operating a tandem dump truck (or larger) preferably for both road building as well as winter maintenance.
Five Years
Experience working in a municipality or other government organization
Three Years

• Ability to express themselves concisely and precisely orally.
• Ability to present information clearly to the Director of Public Works and / or Public Works Foreman (as required).
• Ability to express themselves concisely and precisely in writing in order to maintain a daily log of their work activities.
• Ability to project a professional appearance and image to the public, at all times.
• Ability to use discretion especially when dealing with the Public and elected officials.

4.        Motor Skills

• Manual motor skills are required to operate a road grader, tandem truck or larger and other heavy equipment, other vehicles, power tools and hand tools.

C – POSITION CHARACTERISTICS

1. Impact & Accountabilities
• The Landfill / Public Works Operator is responsible for the safe, efficient and effective operation of Municipal equipment.
• This position is responsible for the safety of themselves and others (including the Public) in the area where work is being performed.
• This position is responsible to for assisting with the maintenance of Municipal vehicles and equipment.
• This position has no budget responsibility.
• A person performing this position competently and proactively can eliminate public works hazards before they become serious and help promote a professional image of the public works department.
• A person performing this position must be cautious in relaying municipal information to the public. Discretion must be used to concur conform with the Rules of conduct in the Personnel Policy. 
• Diplomacy and tact in dealing with the general public
• Ability to work flexible hours with minimal supervision as well as with a team.
• Ability to project a professional appearance to the public at all times.

          
2. Supervisory Responsibility

Minimal and includes the directing landfill users to ensure waste diversion and the proper operation of the landfill site. 
       
            

D – WORKING CONDITIONS

1. Physical Effort and Environment
• At certain times, often due to inclement weather, the Landfill / Public Works Operator may have to work in excess of their normal workweek in order to respond to public works needs and emergencies including tight deadlines.
• The work is physically demanding and tiring.
• The Landfill / Public Works Operator will have to share on-call duties.
• The physical working environment can be demanding while outside performing public works activities in inclement weather (blizzards, fog, ice etc.).
• The position is exposed to hazardous conditions such as in trenches and traffic.
• The position is also exposed to fumes, dust, odors, noise, toxic gases etc.
• There is a risk of injury.
• The position requires the ability to work long days away from the Public Works garage or other facilities.

 2. Mental Effort

• The work is repetitive. There is a degree of mental strain.
• There are some duties more stressful than others  e.g.: winter conditions and safety issues.
